23. Phoolan Devi
Her name was Phoolan Devi, but she soon found herself with the nickname of Bandit Queen, and for a good reason. For years, she terrorized large portions of India in a variety of ways. By the time she was caught in 1983, she had almost 50 crimes to her name. She was a thief, an arsonist, a kidnapper, and even a murderer.

Phoolan Devi was born to a poor family in Uttar Pradesh. Wishing to escape from a failed marriage, she left her impoverished life to join a gang of bandits. Although she was the only woman in the gang, she found a place where she belonged. Her most notable crime was the killing of 21 men of higher status, or caste. In 1983, she turned herself in and went on to serve a little over a decade in prison. She was assassinated in 2001, just outside of her home in Delhi.
