While we wear sports shoes with socks in athletic pursuits, unsporty shoes with shorts are just as good, provided you wear ankle length socks or no socks at all.
Rule of thumb: Long socks for trousers, or in common parlance, full pants. Short ankle length socks for shorts.
If ankle length socks are difficult to acquire, sandals or flip flops with shorts work just as well.
